Letter from Jess Incerto: Joe Gallagher - A Trusted Leader Who Listens

I am writing in support of Joe Gallagher’s candidacy for the Select Board and to offer

perspective on the experience and values he brings to our community.


Joe is motivated by a genuine desire to help our town plan responsibly for the future. He

understands the importance of longterm, strategic thinking and believes residents

should have clear visibility into major decisions before they are made—not after.

Transparency, open communication, and respectful collaboration are not just talking

points for Joe; they are principles he consistently puts into practice.


Joe brings meaningful, hands on experience that has prepared him well for this role.

Through his service on the Finance Committee, he has developed a strong

understanding of how the town manages and allocates its resources. As a Library

Trustee, he has worked closely with the Library Director, reviewed regular operational

and budget updates, and partnered with fellow Trustees to establish the library’s first

Trustee Rules & Regulations and Director Evaluation process. He is also actively

involved in the community as Treasurer of the Lynnfield Art Guild and through years of

service with the Summer Street School PTO, where he oversaw communications and

collaborated closely with fellow board members and event leaders.


On a personal note, I had the opportunity to work closely with Joe for more than five

years as part of the Summer Street School PTO leadership team. During that time, I

saw firsthand his credibility, his ability to build relationships easily, and his steady,

inclusive leadership style. Joe listens, brings people together, and approaches

challenges with respect and pragmatism—consistently remaining calm under pressure

while bringing a sense of humor and poise that helps keep conversations productive

and grounded. He is someone others trust, and that trust is well earned.


Today, as a stay-at-home dad to three daughters in the Lynnfield school system, Joe

remains deeply invested in the future of our schools and community—and he brings to

that commitment a genuine kindness and decency that define who he is as a person.

Our town benefits from leaders who are committed, collaborative, and focused on the

long term. Joe Gallagher embodies those qualities, and I am confident he will continue

to serve our community with integrity and care.
